mare liberum (mair-ee ormahr-ee lib-<<schwa>>r-<<schwa>>m orlI-b<<schwa>>r-<<schwa>>m). [Latin “free sea”] 1. A sea or other body of navigable water that is open to all nations. 2.FREEDOM OF THE SEAS.
