Board of Immigration Appeals.The highest administrative tribunal for matters arising under U.S. immigration law, charged with hearing appeals from the Immigration and Naturalization Service. • The Board is made up of five permanent members appointed by the Attorney General and two immigration judges who serve on a temporary basis.
